For example, the packet explains that while residents are not officially members of the Pinellas Public Library Cooperative, the city budgets funds to provide library service through a reimbursement policy. Once Belleair residents have purchased their library cards at either the Largo Library, the Clearwater Main Library, the Clearwater Beach Library, or the Seminole Community Library, residents can then take the card and the receipt straight to the community center to qualify for a reimbursement check that will cover all of the expense.
